Forget Miami, Los Angeles and New York. The next big Latin music explosion is on its way in secondary markets across the United States, and the numbers are there to back it up. Among all genres(種類),Latin music was the only one registering growth in 2005. From tiny Vero Beach in northern Florida to Des Moines, Iowa, in the heart of the Midwest, from Charlotte, N. C.to Salt Lake City, Latin music sales are skyrocketing.

Wilson says there are two major reasons for the increase. It goes something like this: More often than not, a city or country with a seeming important Hispanic population will suddenly expand its construction or offer affordable housing to those working in larger, neighboring cities. This attracts lower-income workers, many of whom are Latin. Small shops and groceries begin to stock a small selection of music.When the Latin population numbers reach a critical mass, the local mass merchant, if there is one, begins stocking the product. Sooner or later, a local radio station follows; first AM, then FM. Sometimes it's a cable TV show or a small TV station.

Free and secure accommodation, on bills and even the odd home-cooked meal. It sounds like the perfect living arrangement for cash-strapped students.

Two mothers believe they have devised(設(shè)計(jì))a way for struggling students to save on accommodation costs when they leave home to study at university.

Kate Barnham and Amanda Flude have launched Student Swaps(互換), an online accommodation forum (論壇) for parents and students, in advance of the introduction in September of £3,000 higher education top-up fees.

Their website says, “The principle behind Student Swaps is to enable students to literally swap family homes.” The website will hold a database of students who would like to swap and link them with suitable matches. So those from one town / city could swap with those from a different town / city.

The site describes itself as offering a “cost-free accommodation alternative… at a time of growing student debt”. There is no charge for the service at the moment but Ms Barnham and Ms Flude intend to introduce a £10 annual fee if it becomes established.

However, the National Union of Students (NUS) has warned that, while the scheme may sound appealing to struggling freshers, it lacks any formal regulation.

Veronica King, NUS vice-president of welfare, said, “The fact that this scheme has even been suggested is evidence to the high levels of debt students now face on graduation.” Recent research has shown that students are more likely to live at home in coming years, in a bid to cut down on the cost of a degree.

“This is worrying, as it may mean that students choose their university on the basis of where it is, rather than because it offers the best course for them. It also means students will miss out on what is for some a key part of the student experience-living away from home.”

China’s largest water diversion project may start supplying water to Shandong Province by 2007 and Beijing by 2010, an official confirmed Tuesday.

The worsening water shortage in the two areas, caused by decades of drought, may be alleviated with water from the mighty Yangtze River in the South which will be diverted into the parched North, he said. The water diversion project consists of three 1,300-kilometre canals that will carry water from the Yangtze along the eastern, middle and western parts of the country.

Zhang Jiyao, director of the State Council's office in charge of the South-to-North Project, told a national conference that ground will be broken in more places along two of the lines of the ambitious water diversion scheme, the largest of its kind in the world.

Before next year's flood season, construction of four new sections along the two lines will push the project further along the fast track. That would bring the total sections under construction to 13, since construction started in 2002 with an estimated investment of 124 billion yuan (about US$15 billion).

People want action on noise, a recent public meeting in Brisbane showed , Some want technical improvements such as quieter air conditioners or better sound barriers around major roads. Others want tougher laws to restrict noise from building sites or to require owners to take responsibility for barking dogs. But the highest priority was a noise complaints system that works.

The meeting found the present regulatory(立法的)system strange.
